  • THAT the Agenda be approved as presented.

  • THAT the Minutes of the May 23, 2023 Meeting of County Council and the Minutes of the May 23, 2023 Closed Session of County Council be approved as presented, and

    THAT the recommendations made by Committee of the Whole as set out in the Minutes of the May 23, 2023 Meeting of adopted.

  • THAT the necessary borrowing by-law for 2023 authorizing the borrowing of funds with a maximum limit of $2,000,000 at any one time be presented to County Council for approval.

  • THAT County Council approve the $5,691 that was not allocated be divided evenly ($711.38) and provided to the eight lower tier Middlesex County municipalities to support children and youth in sports and/or recreation;

    AND THAT County Council approve the following financial support through the Middlesex Supports program with the knowledge that funding will not be provided until programs are actually operating for the following funders; and that the necessary by-laws authorizing the Warden and the Clerk to sign the agreements be approved:

    • Merrymount Family Support and Crisis Care - Mutual Aid for Parenting Program - $10,000
    • Family Services Thames Valley - Counselling for children and families - $64,900
    • Southwest Middlesex - Can I Play Too? - $6,500
    • Strathroy/Caradoc - Can I Play Too? - $10,000
    • Middlesex County Library - Supporting Children’s Healthy Development through the promotion of Early Literacy in the Home - $2,500
    • Children’s Aid Society - Swim Passes - $500
    • The Western University Students’ Council (USC) - Early Outreach Conference - $5,000

  • THAT the Western Ontario Wardens’ Caucus Report be received for information;

    THAT Middlesex County request the WOWC to confirm the Middlesex County Warden may delegate its WOWC Director role to a member of County Council to establish consistency of representation over the four year term of Council;

    THAT pending the WOWC confirmation of the WOWC By-law No. 1 interpretation, Middlesex County Council approve a full term appointment to the WOWC Director position.

  • That the proposed 2023/24 insurance program as submitted by Intact Public Entities Inc. with a premium of $1,240,597 for twelve months plus applicable taxes to June 30, 2024 be approved.

  • THAT the Middlesex Municipal Association host list for Middlesex Municipal Day, starting in 2024, be as follows, Township of Lucan Biddulph, Township of Strathroy-Caradoc, Municipality of Southwest Middlesex, Municipality of Middlesex Centre, Village of Newbury, Township of Adelaide Metcalfe, Municipality of Thames Centre, Municipality of North Middlesex;

    AND THAT the Mayor of the host municipality chair and/or determine the chair of Middlesex Municipal Day;

    AND THAT Middlesex County maintain the financials for the Middlesex Municipal Association, inclusive of setting annual membership dues to support Middlesex Municipal Day;

    AND THAT Middlesex County staff support host municipality staff in planning Middlesex Municipal Day.

  • THAT the proposed Plan of Subdivision (File No. 39T-SM2101) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning Act and that the Notice of Decision indicate that all written and oral submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision.
