  • THAT the Agenda be approved as presented.

  • THAT the Minutes of the June 23, 2025 Special Meeting, June 24, 2025 Special Meeting and June 24, 2025 Regular Meeting be approved as presented; 

    THAT the Closed Session Minutes of the June 23, 2025 Special Meeting, June 24, 2025 Special Meeting and June 24, 2025 Regular Meeting be approved as presented; 

    AND THAT the recommendations made by the Committee of the Whole as set out in the Minutes of the June 24, 2025 meeting be adopted.

Report from Cindy Howard, General Manager of Finance and Community Services & Deputy Chief Administrative Officer, Cara A. Finn, Director of Economic Development and Tourism & Anum Maqsood, Community Transportation Project Manager

  • THAT the Ontario Transit Investment Fund (OTIF) Application and Inter-Community Transit Service Continuation report be received for information;

    AND THAT Middlesex County Council direct staff to:

    1. Proceed with finalizing the Ontario Transit Investment Fund (OTIF) funding agreement as the lead applicant and return to Council for approval to execute the agreement upon receipt from the Province;
    2. Lead discussions with OTIF project team members, including local municipalities, neighbouring municipalities, and community interest-holders, to secure the financial contributions necessary to meet the cost-sharing requirements for Years 2–5 (2026–27 to 2029–30); and
    3. Coordinate and submit, a revised OTIF application reflecting the transit assessment findings and confirmed financial contributions for Years 2–5 of the project.

  • THAT the Award of RFP # MC-2025-09: Economic Development Department Leasing of Office Space Report be received for information;

    THAT Council Award RFP # MC-2025-09 to CBRE in the amount of $365,101.00 excluding HST for the 5-year lease term;

    THAT staff be directed to provide Council terms of any potential renewal of the lease agreement past the initial 5-year term for direction when received;

    AND THAT the Director of Economic Development be authorized to execute the lease agreement with CBRE in a form satisfactory to the County Solicitor.

  • THAT Committee of the Whole convene at ___pm.

  • THAT the 2026 Budget Schedule & Process Enhancements Report be received for information;

    THAT the 2026 Budget Schedule be approved as presented;

    THAT Council provide direction to staff to prepare the 2026 Budget in accordance with the outlined budget planning principles;

    AND THAT staff be directed to implement the Advisory Budget Survey and incorporate its results into the 2026 Budget Document.

  • THAT the Award of RFP # MC-2025-11: Komoka Road Bridge Rehabilitation Over Sydenham River report be received for information;

    AND THAT the County Engineer be authorized and directed to award the Request for Tender # MC-2025-11 to Looby Builders (Dublin) Limited in the amount of $986,989.84 before taxes;

    AND THAT the County Engineer be authorized to execute, on behalf of the County of Middlesex, all agreements and other documents necessary to implement this award on confirmation that such agreements and other documents be in a form satisfactory to the County Solicitor.

  • THAT items 9.d.1 to 9.d.17 be received for information.

  • THAT Committee of the Whole rise at ___ pm.
