  • THAT the Minutes of the June 14, 2022 meeting of County Council be approved as presented; and 

    THAT the recommendations made by the Committee of the Whole as set out in the Minutes of the June 14, 2022 meeting be adopted.

  • THAT the proposal submitted by Blackline Consulting for the preparation of an Information Technology Service Delivery Review and Strategic Plan be approved; and 

    THAT the Director of Information Technology Services be authorized to negotiate and execute an agreement, to the satisfaction of the County Barrister and Solicitor, between Blackline Consulting and the County of Middlesex as per the terms of RFP No. ITS-2022-001 in the amount of $79,302 before taxes.

  • THAT a by-law be introduced to: 

    1. Authorize and approve the Agreement between the Corporation of the County of Middlesex, the Fanshawe College Foundation and the Fanshawe College of Applied Arts and Technology for the creation of a bursary; and
    2. Authorize the Warden and the Clerk to execute the Agreement.

  • THAT a by-law be introduced to:

    1. Authorize and approve the Agreement between the Corporation of the County of Middlesex and Her Majesty the Queen in Right of Canada, as represented by the Minister of Infrastructure and Communities for the Canada-Middlesex County Permanent Public Transit Program; and
    2. Authorize the Warden and the Clerk to execute the Agreement.

  • On the recommendation of General Manager Finance and Community Services (County Treasurer, Deputy CAO) and the County Barrister & Solicitor, that a by-law be introduced to:

    1. approve an updated Middlesex County Child Care Funding Form of Agreement to be effective January 1, 2023;
    2. authorize the use of Schedule “I” of the Child Care Funding Form of Agreement to be used  immediately as an addendum for current signed Child Care Funding Agreements;
    3. delegate authority to the appointed “County Child Care Administrator” (General Manager of Finance and Community Services) to endorse Schedule “I” as a CWELCC addendum with current qualifying Child Care Centre Operators;
    4. delegate authority to the appointed “County Child Care Administrator” (the General Manager of Finance and Community Services) to endorse the updated Middlesex County Child Care Funding Form of Agreement to be effective commencing January 1, 2023 and beyond with qualifying Child Care Centre Operators; and
    5. delegate authority to the appointed “County Child Care Administrator” (the General Manager of Finance and Community Services) to add to/and or amend the Schedules and provisions of the County Child Care Funding Agreements where necessary in his/her determination, to maintain and implement regulatory and eligibility changes that may occur from time from the Province of Ontario, Government of Canada, or the Service System Manager, which the County is obliged to implement.

  • THAT the County of Middlesex Core Asset Management Plan presentation be received for information.

Report from Durk Vanderwerff, Director of Planning and Development

  • THAT the proposed Plan of Subdivision (File No. 39T-MC1701) be granted draft plan approval subject to conditions and that a Notice of Decision be circulated as required by the Planning Act and that the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped make an informed
    recommendation and decision; and

    THAT Amendment No. 38 (File No. 39-MC-OPA38) to the Municipality of Middlesex Centre Official Plan be approved, and that staff be directed to circulate a Notice of Decision as required by the Planning Act and that the Notice of Decision indicate that all written submissions received on the application were considered; the effect of which helped to make an informed recommendation and decision.

  • THAT Amendment No. 25 to the Thames Centre Official Plan be approved and that staff be directed to circulate a Notice of Decision as required by the Planning Act, and that the Notice of Decision indicate that no written submissions were received concerning this application.

  • THAT the 5-year Machinery Replacement Program be approved, and that the equipment scheduled for replacement in 2023 be tendered in the fall of 2022.

  • THAT the 2021 Consolidated Financial Statements of the Corporation of the County of Middlesex be accepted; and

    THAT the 2021 financial statements be posted on the County’s website.

  • THAT the 2021 Middlesex-London Emergency Medical Services Authority Financial Statements be accepted; and 

    THAT Financial Statements and Independent Auditor’s Report will be included in the next Middlesex-London Emergency Medical Services Authority Board agenda.

  • THAT the Middlesex County Library Board Financial Statements for the year ending December 31, 2021 be approved; and

    THAT the 2021 surplus be allocated as follows: $300,000 shall be applied towards the 2022 library operating costs; $60,000 shall be applied to the County 2021 budget and the remaining $280,336.51 shall be transferred to the County Tax Rate Stabilization reserve.
